The Flex 2.5G is the non-PoE twin of the Flex 2.5G PoE: same eight 2.5 GbE ports and same 10G combination uplink, but for endpoints that take power separately — multi-gig workstations, servers, media devices — and therefore without the PoE budget. It is powered by a USB-C adapter or a PoE+ input, and its mounting is genuinely flexible: desktop, wall, DIN rail or magnetic, so it fits a desk, a cabinet side, a rail or a metal surface. With 60 Gbps of switching capacity it removes the gigabit bottleneck for a room of multi-gig devices, and the combination uplink takes either a 10 GbE RJ45 connection or a 10G SFP+ module to the upstream switch.

No — this is the non-PoE version of the Flex 2.5G. If your endpoints need power over Ethernet, use the Flex 2.5G PoE instead.
With a USB-C adapter or a PoE+ input — the switch itself takes power in, but does not hand PoE out to endpoints.
One uplink port that accepts either a 10 GbE RJ45 connection or a 10G SFP+ module — use whichever matches your upstream cabling.
